Four out of five businesses are concerned about their performance but do nothing about it because of cutbacks.
That is the opinion of Glyn Owen, a portfolio manager at Damovo UK, who claimed that many organisations are being stretched to get more out of their current infrastructure.
Mr Owen said: "[Businesses are] approaching it very much more in a little bit of an ad-hoc way rather than perhaps a much more thought out and planned approach."
The chairman of EMEA at salesforce.com claimed that many companies are now looking to "less risky alternatives" to on-premises IT solutions and claimed that cloud computing is ideal for many as it requires no large upfront investment.
According to a study published by Forrester Research earlier this year, global purchases of IT goods and services will decline by three per cent this year.
It will put an end to seven years of growth in the global IT purchasing market.
