Greener transport planning should be rewarded with savings such as lower toll prices.
This is the opinion of the Freight Transport Association (FTA), which is due to present its thoughts on the matter in Cardiff today (September 9th) at the Welsh Carbon Conference.
It will urge its members to monitor their carbon footprints to help the industry make overall cuts in the output of harmful gases.
However, FTA director of policy James Hookham said this "record, report and reduce" mantra should precede a reward, as incentive schemes are a potentially useful way to encourage better fuel efficiency and greener vehicle use.
"By providing rewards - like lower tolls - for vehicle operators, politicians can put down the stick and apply a little more carrot," he added, going on to note that the recent increase in fuel costs is the exact opposite of when the sector needs.
Earlier this month, the FTA welcomed the forthcoming introduction of legislation that will enable a new bridge to be built across the Firth of Forth in Scotland.
